The only SO game we have NA data for (Till the end of time) shows the sales better in NA than Japan.

And the difference in Japan HD userbase is a little over 1.6 million whereas the difference in the west is over 7 milllion. So there's definitely a discrepancy that almost forced them to go 360 in the west.
