Basically SE had no choice here, they never set out to make the game multiplatform and did intend it to be PS3 exclusive from the outset.

Now however they are forced to put it on the 360 as well because of simple economics, nobody expected the PS3 to fare this badly and developing for it to be this costly(If the figures I heard are correct MGS4 for instance at 70 million development costs and less then 3 million units sold has cost Konami millions in losses, and FFXIII is an even more expensive game to develop).

The other RPG`s that were anounced recently in Japan with timed exclusivity or even full exclusivity for the 360 for instance are decent sized and even big franchises but at estimates of a million sold they would be unable to bring in the money if put on the PS3 so Microsoft eased their pain, without MS there would not be a Star Ocean 4 PERIOD.


The only company that can be blamed for this situation is Sony as it is their fuckups that created the current climate where MS is ironically saving the core gamer market.
