I dunno. I mean how many 360's would this move in Japan? I'd guess almost none.
Given the choice Sony probably would of traded exclusivity for either of the other regions.
It really depends on if it sells like the next FF10 or FF12. If it sells more towards 5 million then 10... japan will be more important.
Vice versa... the rest of the world.
