I don't think it sounds like damage control at all. I think it sounds like a pretty honest answer to why MS held their conference the way they did.
If this was the old E3, you can bet that things would have been different. But it's a newer, smaller E3 and MS had a lot of game demos to show for games that people will actually see on shelves within the next few months.
Besides, they're now releasing info on some 2008 games... Fable 2 was at E3 and Halo Wars was, too. They also finally released a video for the penultimate vaporware, Too Human. It's not as if they're ignoring 2008 at E3, they just didn't focus on it in the keynote. I don't see how that was spin control unless MS stopped time and imported booths and playable demos to E3 overnight and Peter Moore did the interview to stall people from talking about it for four hours.
