All 3 console manufacturers would be designing their new systems. They might not be very far along but these things take years to plan.
EDIT BTW I don't think microsoft will announce a new console this early. I mean they sell over 1 million games a week and the sales are up year on year. Not to mention the XBL gold membership revenue. They would be stupid to kill of the 360 this early now that its making money each quarter. They simple wont.
