I think Microsoft thinks that bribing people not to use google will pay off long term. Honestly I still hate Live search and will never use it regularly except for the handful of instances I can get a lot of money off of MS while giving them little in return. This smells like another profitable Zune style idea. By profitable when dealing with MS regarding anything other then Windows and Office I of course mean it won't lose much more then a billion dollars per year on average.
As far as using it for anything but the Ebay deal most discounts are like 2%-5% which means you save like 2 bucks using the live search and can't get that two bucks for a month. In those cases Amazon probably has a lower price anyway (and doesn't use live.com) especially if you have amazon prime and don't pay for shipping. Ebay is the only live.com deal I've seen that really pays off.
