HDD certainly is a problem. However the 2 biggest problems are that you NEED to use a keyboard+mouse for the game to even be playable, and the fact that Blizzard would have to pay to Console Manufacturers from the money they get from their WoW subscriptions.
- The PS3 is the only console that is Mouse+Keyboard compatible, but since M+K are not standard, World Warcraft would only be accessible to a very small fraction of the PS3 users (which is already small as it is)... and even out of those that do have K+M, how many would be interested in the game AND use internet?
- The largest problem is: profit. Activision Blizzard would be forced to pay like 30% of their revenue to console manufacturers (I'm speculating on the 30%). Add the porting costs and you have probably little profit.
