I don't know. SEGA was dropping quality by the tons right after the Dreamcast got discontinued. Jet Set Radio Future, SEGA GT 2002, Virtua Fighter 4, and Panzer Dragoon Orta all came out relatively close to the DC's demise and were stellar works. Shemue 2 got released eventually also.
