IGN has bucked against the norm before. They gave Okami GOTY over Gears of War and Twilight Princess even though it got a worse review from them. Obviously most GOTY's are going to GTA IV, but if Prince of Persia turns out amazing, it could sneak in a few.

i'm not so sure.. as you said they gave goty06 to a game that wasn't the highest rated.. i've found that a number of people (not by any means proof or anything) have lost a lot of interest in gta IV since the month after its release.. the friends i know, for instance, have stopped playing it altogether (despite not even having 50% complete)
This is obviously anecdotal, however it is the reason why i think its possible that gtaIV doesn't get GOTY despite the high scores that it initially got
