Morals, but morals are not the same as religion.

The same place religion came from, societal evolution. Humanity was only ever going to survive if they formed communities that worked together and didn't endanger the group, thats where morality came from.

Edit: @luinil. Even if an overwhelming majority of a population is of one religion a theocracy usually ends up as a dictatorship =/
