Im guessing the voice chat would be like it is in Xbox live where it doesn't matter what game they are playing and it will be run through the OS. If so, thats awesome, hopefully you can make like a conference chat and have more than 1 person. Isn't there video chat now?
Video chat, not my thing. Im not the type of person that likes to see the person who im talking to, unless its a hot chick :). With that said, in-game video chat, horrible HORRIBLE idea (IMO), I don't want to sacrifice a portion of my game to see who im talking to.
