Games like Ocarina of Time, Shadow of the Colossus, and Tears of the Kingdom wouldn't have been possible on their hardware at high and stable framerate. So the answer is "it depends". It's all about what sacrificing high framerate is translating into.

In the modern era (on traditional home consoles), more often than not, sacrificing high fps isn't worth it, as the extra resources are used purely for "slightly or moderately higher settings". PS5 targeted 60fps as an option almost universally so far. GTA6 might be the first true exception, of course I'll need to play it before deciding whether or not 30fps was a necessary compromise and worth it.
