A little harsh but I'd agree that it doesn't deserve to sell as well as World or Rise just based on the community reaction (I don't really care about Monster Hunter enough to play it. MH1 on PS2 is so far my first and last game in the series).
However another big reason why it isn't performing well is its price in the context of new Capcom. Capcom relies heavily on discounts to push their games, especially on PC. Hence the mediocre RE3R (I played the awful demo and read people's reception) is already ahead of RE9 by its second quarter! But their strategy generally works, as even older and terrible games like RE6 seem to have solid legs. The series's annual sales are very impressive.
Modern PC gamers are efficient and spoiled. But it's interesting how Capcom is kind of portraying PC as their golden goose when consoles are kicking Valve's ass in revenue despite losing in units. I think one reason why discounts are more frequent on PC is because it's digital-only, and more money is made on digital (per dollar). Publishers probably hate physical as much as platform holders. Since the PC community already accepted digital-only long ago, Capcom is able to make more money per dollar, which enables them to be more generous with prices.
