I don't think it is that if we look back at the past decade of Switch third party software in Japan and how every publisher constantly under shipped and still continues to do so even in 2026, It's a fine margin of shipping just enough copies to sell through and leave enough on shelves or having to reduce to $10 because they have to many sat in warehouses.
