Techpower Up's GPU database says that ta 3070 is around 30% faster than a 7600 (link), which should be more powerful than the 7600M Valve chose for the SM.
Granted, I don't know is the laptop 3070 is the same as the desktop part, but I'd say that your laptop should come on top.
