2000s for me, mostly due to the greatness of the first half of the decade. In my mind, video game art and design peaked between 1991 and 2005, with the years between 2000 and 2005 being the zenith. Everyone was firing on all cylinders during this time: Nintendo, PlayStation, Xbox, PC, even Sega for a couple years.
The early seventh gen was also really great. Just look at 2007 alone: Mass Effect, Super Mario Galaxy, Metroid Prime 3, BioShock, Halo 3, God of War II, Call of Duty 4.
The 2010s delivered many, many terrific games, but can't compete. Xbox started going downhill around 2011 and has never recovered. Wii ran out of steam around the same time, before taking a big step back with WiiU. PlayStation remained a great platform for third-party games, both multi-platform and exclusive, but its first-party offerings paled in comparison to the PS2 days. "AAA" gaming in general got worse. That said, indie games became better and more common during this time. Developers like Atlus, Platinum, Capcom, From Software, and Nihon Falcom continued to turn out spectacular titles. And Nintendo roared back to life in 2017. I just don't think it's enough to top 2000-2009.
