I’m pretty sure your neat and simple explanation of what is going on is not actually it. It is way more likely that whatever is happening in this place is something out of the ordinary and caused by some specific person or event and the story will be to resolve this and everyone moves on to… wherever that may be. The story seems to very specifically tie in to the masks and the thread that was explored in Ragnarok with Odin.
