If he doesn't want to pay pensions, he'll need to go to the US... but I doubt he'll be able to do so on the same budget anymore, as wages are gonna be way higher.

Honestly? I think she's just trying to make up excuses to justify why the company spends more money than other similar companies to make similar sized games.
