Someone on Resetera has made the potential discovery that this is being done to stop an exploit where hacked PS4s can be used to take what used to be an indefinite license file during the 14 day refund period, get their money back but still have the game license. It appears (still needs more evidence from others) that the timer after this window will automate to indefinite since the refund period is over, since it did this for the same user when they checked at 16 days past purchase.
