My theory is their strategy changed when the new guy was put in charge of Radeon. Before he was put on, Radeon did support FSR on their older generations and we know FSR4 was being developed for RDNA 3 due to the build leak so the R&D was already done. So it's super likely that the only reason FSR4 isn't on older generations is strictly due to it being a management decision and I am not sure if it will change at this point.

My own theory goes in another direction, with AMD doing the ground work on FSR4 on Int8 to support PS4/Xbox, while leaving the final touches to each company, but that as never supposed to be released for PC.

It's just that they did that dumb/imcompetent move of making it open to download from Github and well, by then the cat was out of the bag. That's why they've barely acknowledged its existance since then.

I feel as though if Radeon had a build where FSR4 would work with RDNA3, they should give it to users instead of only having it be compatible for the consoles. Nvidia is giving DLSS 4 support to Turing and Intel is even giving MFG to Alchemist while Radeon seems to just be skipping RDNA3. Even if your theory is correct and it got leaked by accident... They shouldn't be trying to hide it in the first place as RDNA3 users paid a lot of money for their gpus, much more than RDNA4 users are paying.

All this does is sends a signal to not buy Radeon products outside of the budget category.
