Colin McRae 2005 is one of the top ones.
Flatout (2): Ultimate Carnage had lot of fun in it.
Sega GT is more a nostalgia thing for me, the driving isn't great. But general structure/system is pretty good.
Couple even older PC favorites are Fatal Racing (aka Whiplash) and Destruction Derby 2.
On consoles, my favorites include Road Rash on Master System and Ridge Racer Type 4 on PS1 (for most fun drifting in any game). And have to mention Gran Turismo 1.
Also Episode 1 Racer on Game Boy Color was surprisingly good.
