It's true that DLSS5 is still in development, but it's also true that Nvidia is (or at least was) confident enough with the results to host a conference, invite several members of the media and to publish videos about it for everyone to see.
So, in development? Yes. Will the end implementation differ a lot from what was shown? Not likely.
