Declassified documents reveal that Kennedy and Israeli Prime Minister David Ben-Gurion were involved in an intense, high-stakes diplomatic confrontation over the issue, with Kennedy demanding regular, verifiable inspections. JFK was shot shortly after and the message was received.

Israel has the Samson option to pressure (blackmail) western governments into unlimited support. The "Nuclear Alert": Some sources suggest that in the face of possible defeat, Israeli officials, potentially with the knowledge of Prime Minister Meir, signaled this capability to the United States to encourage faster conventional resupply. When the United States found out, it began transferring enormous quantities of conventional weapons to bolster the Israelis, including 72 Phantom and Skyhawk jets, 200 Patton tanks, then state-of-the-art TOW missiles and heavy artillery.
