IF i am not wrong Germany is not capable to make one, and they are most likely afraid that Japan will nuke them for Hiroshima and Nagasaki.

Why anyone need Nuke?

In normal world no one would have Nukes, i mean why do you need weapon of mass destruction?

These weapons only exist to commit genocides

They have the knowledge to create nukes but they know U.S. won't let them for obvious reasons.
