IF i am not wrong Germany is not capable to make one, and they are most likely afraid that Japan will nuke them for Hiroshima and Nagasaki.

Both are a result of WW2. With Germany they wouldn’t push for one to honour non-proliferation commitments they made in the aftermath of the war. Japan is similar, but also being the only country have ever been attacked with nuclear weapons there is a cultural aversion to them.
