He's got access to a concierge team of doctors at Walter Reed Army Medical Center, and if worse comes to worse, he probably has some buddies in the DEA. They can pump him full of whatever meds he needs to get through a speech.

I thought so, i guess he just decided to use everything he needed.  A lot of these meds aren't for consistent use, and are actually unhealthy.  Anyway, he'll be back to his somewhat confused self pretty soon.
