There's more to the story that just Phil brought games back to PC, tho.
The big drop in sales from the Xbox360 to the XboxOne forced MSoft to find another source of money to pay for the development costs of first party titles, because those costs went up (as they always do despite what Epic and other engine makers say everytime they release a new one). Launching their games on Playstation was a no-go back then so PC was their only option.
There is also DX12, which MSoft had to develop to fight the small resurgence of OpenGL thanks to AMD's Mantle. MSoft had the incentive to launch DX12 games on PC to showcase what their new API was capable of.
And last, but not least, we have to remember that what MSoft tried to do at first was to launch their games only on the MSoft store, bypassing Steam. That's what they did with the first remaster of Gears of War and I think also the Halo Collection, which years later go a Steam release. It's only because they failed to move enough units that they conceded defeat and started to put their games on Steam as well.
And while the whole XboxOne disaster was caused by Don Mattrick, Phil was in charge when the other things took place.
So yeah, Phil and MSoft didn't go back to PC and PC gaming because they wanted, but more like because they had to, and only by the way gamers forced them to do.

Do we know who's at fault here? Some articles claim that it's Lenovo that has stopped with the driver updates, while others say that it's AMD that is no longer giving third party vendors like Lenovo and Asus with new drivers, and that's why those third parties don't launch new drivers as well (they need to be tuned by the manufacturer to accomodate for the different power profiles they went with).
