Maybe niche isn't the right word... it's for the same reason Highguard and 2XKO were excluded. Not games that really work well with critics. No doubt Tokon well sell quite well!

It's a high tier ArcSys game in the vein of Dragon Ball FighterZ (86 on OC, sold over 10 million as of two years ago). If it lives up to the hype, it will review well and may sell over 5 million. Only 5 games in this list are pretty much guaranteed to beat it.

2XKO is f2p from a company with little to no fighting game experience. Highguard has nothing in common with Tokon.
