The Switch isn't known for being the console for football games and GTA. For the general public in South America, it's a secondary console, and it seems to be the same in some parts of Europe as well. The PS2 was a worldwide phenomenon (piracy helped a lot here). Anyway, I think the PS2 library would satisfy more people than the Switch. When I was a teenager, I remember shopping malls having arcades with dozens of PS2s and many people playing Winning Eleven, Guitar Hero, and GTA. It was very common here in Colombia, and in places I visited like Brazil, Paraguay, and Argentina.
