The issues here is people are ignoring publishing costs, which can be even higher than development costs

There are at least 300 people involved in this game when counting outsourcing and publishing workers, as well as voice actors and translators, also ignoring the money spent on advertising

This remembers when Pokemon costs were leaked, and people saw the development costs ignoring the marketing costs (as well as the localization costs) 

The quote you reacted on was "Still blows my mind it was made for 10 million".

It never claimed those were total cost of bringing it to market including publishing and/or marketing cost. the key word is "made".
