OK first with the bolded part:
Japenese gamers know that Star Oceans is a series that began on the Super Famicom in 1996. Only American and European gamers know it as a Playstation series.
Even if the first part of the sentence were true the italicized bolded part is still flawed and itis akin to saying. S-E knows that Japenese gamers know that all 6 Final Fantasies came out on Nintendo Platforms and S-E also knows they showed a tech demo for the 64 so they have to cater to this and release FF7 on the N64 and the Playstation.
Since both are wrong there is no indication that SO4 is a timed exclusive it may be possible may be not but it is far from a sure thing.
Back on topic from a corporate level FF XIII is more popular internationally and it is also more popular in Japan and hence the bigger IP and means more sales for both SW and HW.
