The voices were given to them by actors who agreed to it being reproduced though. All parties involved agreed so it's a case where the usage of it is completely fine I'd say.

Of course the actors agreed to it, they're desperate for a paycheck.

Even famous voice actors don't get paid particularly well, but they get paid well enough to refuse to work on something like Arc Raiders - thus, they turn to 'cheaper' options who will grab the money at any cost, and in the process, tell the entire industry that this is the way to reduce the VA budget even more. The fact is this game will make millions and millions and the voice actors who worked on it will have barely been paid enough for a few months of rent, and that's it, they're never getting paid again even as their "voices" continue to be used in new content years down the line.

Voice acting is also not the only way in which Arc Raiders replaced people with AI, they've also done that with some of the animation work in the game. Sure there's still people working on those things but it's all a push to get rid of as many artists as possible.

This is a situation where the higher-ups hold all the cards, and they're doing everything they can to reduce how much they spend on paying the artists that create the work they profit from - and while at it, using methods that cause extreme harm to the planet we live on.

But who cares if the game is fun, yeah?
