Frame has double the memory, double the internal storage plus eye tracking and Snapdragon 8 Gen 3 vs Snapdragon XR2 Gen 2.

Quest 3 started at $499 for the 128GB model now phased out with the 512GB model for $499. It's heavily subsidized though, Meta still loses over a Billion dollars a month on their VR platform.

I doubt Valve will want to subsidize it like Meta. PSVR2 is now down to $399, cheaper than Quest3 but of course you need a PS5 or PC adapter to use it, wired only.
$599 I might be interested depending on reviews.
Sadly he only tried HL Alyx, streaming, and then they went on about playing your flat games on a big screen, which really isn't as nice as they make it out to be. It always feels like sitting too close to a low res tv.
Will have to wait for some actual reviews.
