This is an indication that Russia's oil giants are doing very poorly. Russia gets by far most of its foreign trade revenue from raw oil. It has a few refineries but most nations want the raw stuff, i guess that their refineries aren't very well regarded internationally. It's basically a nation that can afford to have a huge military expenditure because it's more or less a gas station masquerading as a nation.
