Ukraine for the first time has deliberately targeted and struck the power plant in Belgorod after President Zelensky warned the Russians that if they continue targeting Ukrainian energy infrastructure then Ukraine would have to respond.

Ukraine has had to deal with this every winter since the initial invasion. And they've been very patient as to not attack Russia's electricity. But now that they have the means to do this more effectively with the missles being produced, it will only be fair to return in kind. Ukraine now has more targets to attack since they have the missles (and more drones) to use. So these electricity plants were never at the top of the list but now they will certainly be targeted by ukraine.
