Find it to be a close call between Dreamcast, PS4 and Gamecube.
Never owned a PS4, but I play most of the games from that system on PS5 and the library is awesome. Without the backlog of PS4 games the PS5 would be much more of a dessert. Even so, I cannot pick a system I choose to skip of systems I bought.
No system was mor bang for the buck than the Gamecube. 99$ for half its life and power above the Dreamcast and PS2. My favorite installments of multiple series, my favorite controller until the dualsense. I will forever love this thing.

The Dreamcast is without a doubt the best system that did not succeed. It was ahead of its time when released even if it soon was overshined by the PS2. The controller was a bit awkward but the games had a very high standard with few games being bad. It feels a bit wrong to place it at the top when the system failed to keep Sega in the console market. Gamecube, while profitable, was also a disappointment in the sales department, seeing itself beaten by the new kid in town the Xbox.
The PS4 was a success. But I can never see it as anything other than an in-between system. Waited for the pro but passed, nothing felt new about it, just safe. Would have bought one if 4K blu-ray had been supported. the PS5 is more of the same, but at least it was a large upgrade for someone gaming on the PS3.
I just cannot plae it above systems I like.
I still play both Gamecube and Dreamcast. But I'm sorry Sega, I just like the purple lunch box more.
