GG's games generally have the "slow and wooly" feel to them, if you want to describe it like that. They aim for realism, and this results in the game not having things like lightning fast reloads and superhuman running speeds.
You can see in the gameplay vids how the main charcter walks a bit slower than those in the average shooter, and the way his gun sways as he moves forward, etc.
Of course, GG has said they're aiming for a more tactical feel, forcing you to rely on cover rather than running and gunning a lot. Hence the cover system.
