I'm not entirely sure if Intel can even spin off their foundries given that keeping them was a big condition for getting the money from Biden's Chips Act. But of course, that was the deal with the old US administration. who knows if the new one will force them to give those billions back if they sell the foundries or if they'll just let them do whatever.
After all, Trump went from wanting the new CEO fired to praise him in 24 or 48 hours, so it's hard to predict what will happen.
