Japan having 3 million less PC gamers, whilst the PC market is 3x the size is probably very simple.
Japans population is getting older (Median of 49.5 years), their population is actually in decline and shrinking and has contracted by 7~ million people over the last 10 years with a population loss of around 600,000 per year going forwards.
