He's does say "twist the controller around" but he is referring to the analog stick, which is what appears on the bottom of the screen - an icon for moving the analog stick. Then when he makes the shake comment, there is a x icon. He is just using language to make the player feel like they are doing what the character on the screen is doing.
Like in the Gears video, paraphrased: There are new ways for YOU to do executions to your opponent.
I would cite regulation, but I know you will simply ignore it.
