Also the September deadline comes at the end of Summer which is basically when offensive actions slow down anyway so it would be the perfect time for Russia to accept a ceasefire, rebuild, then find an excuse to attack again next Summer while having 6 months of Ukraine being unable to bomb their oil refineries, manufacturing plants or troop concentrations.
