Ukrainian Knowhow + German Cash = Game-Changing Long-Range Missiles
Ukraine’s armed forces will receive the first batch of several hundred locally produced long-range missiles funded by Berlin under an agreement signed in Kyiv on Friday.

Basically, the Germans supplied some cash that Ukraine needed elsewhere, and i'm guessing that this enabled ukraine to buy whatever parts were delaying the missles to be fully built.
