Yes, because there are short range missles that are also smaller/cheaper, which are used mostly for drones.  This probably works better for larger drones no doubt, and the radar operator can distinguish drones from say planes/missles by the speed of the object.           

There are at least a few companies that sell radars that are made/calibrated to spot small objects like drones.  I think that a company called Echodyne if i'm not mistaken, is one of those.
