Unless there is a marketing agreement in which Microsoft is covering the costs of Helldivers 2 marketing on Xbox but that seems unlikely and even then it isn't a guarantee, Sony for example is likely to have GTA 6's marketing but they didn't get to decide when Take-Two announces GTA 6. Seems very unlikely that Microsoft gets to decide when any game is announced for its platform unless there's an explicit commercial partnership between the two and I'm not sure how Helldivers 2 will drastic from the news anyway.
