Idk how they'll set it up but it seems like based on everything we know the future is an Xbox-PC Hybrid. Whether that is a cut back Windows based device with an Xbox OS pre-installed into it (but with access to other PC Stores) or maybe an Xbox device with access to a streamlined Windows OS which can access other stores, the future is definitely not just another traditional Xbox hardware, that wouldn't make sense at all now.
I think Play Anywhere makes sense because the roadblock for this future wouldn't be stuff like tech, that's all there, they could easily emulate the entire library of your Xbox device onto Windows if they really wanted to, the real roadblock is licenses, if you purchased a game on Xbox, you do not have a license to play it on a PC device, but Play Anywhere gets around that by being a singular license.
And Play Anywhere ensures the stuff is there natively so when the switch happens, as much as our library as possible will be available natively, the rest will likely have to be emulated with new license agreements formed with developers/publishers so some will be lost, but that's why they're pushing Play Anywhere now so hard for anything that releases from now to the future. If anything this huge Play Anywhere push to me points even more to a further where they attempt to merge everything; Xbox/PC, Windows Store/Xbox Store.
