There is and there's a lot of info there but I think it's pretty evident that people are not really stopping to read that, judging from what I am seeing in runs. Some of this info is probably better dispensed through the UI itself when looking at things than being condensed into a codex.
It's no dealbreaker for me but it seems to be a common complaint and I can see how it can be overwhelming
On a side-note, they seem to have fixed the matchmaking issue where queuing as a duo and waiting for a random 3rd person could take forever. Now, wait times for solo queuing and queuing as a duo are similar and usually do not take more than a minute on my end.
