There are going to be cases where the 7700XT *should* be faster, it has an extra 16MB of Infinity cache, it has an extra 112GB/s of memory bandwidth (Almost 30% more).
This is not the same as the 9070XT vs 7900GRE where the 7900GRE had less bandwidth, less TDP for boost clocks and more.
I would hope in Ray Tracing the 9060XT would beat the 7700XT, but the 7700XT should have the fillrate for better raster.

I dislike the region-specific hardware releases.
Some china specific stuff is stupidly good value. Like the Radeon GRE series that the entire world should be able to access.
