The Vatican is a sovereign state, Italy has no jurisdiction over it, even if it did, Italy isn't going to arrest the President of Russia (sadly) even with them being part of the ICC. We've already seen multiple countries ignore the ICC for Netanyahu and that dude is far less relevant than Putin, Türkiye is also not part of the ICC so what was the excuse for not going to Türkiye for peace talks?

There are no airports in the Vatican, so Putin would have to fly into Italy then travel on to the Vatican.
