And yes, New Game plus should actually be an extention of the game and legit keep the difficulty curve going like in the Nioh series but with Souls or Sekiro you are completely OP until you start nearing the final boss again and even sometimes then, you might be over leveled for the final boss. I always thought it would be cool to add in modifiers you can switch on or off for NG+, example being random debuffs and buffs or restrictions like getting hit is a fail state or in Sekiro NG+ you can only dodge and parry is removed, mixing them up would be so much fun. So I agree, a Fresh save is always better cause you can just basically speedrun through the game not having to explore for items or kit yourself in anyway... but in a ways that's fun after a long playthrough, feels good to destroy everything that was destroying you. 

Whenever I replay Elden Ring I actually go for every item again because every run is very long anyway, so I might as well. But that game has so many weapon options that it still manages to feel diferent every time.
