Go the 5900 if you want the best 65W CPU for AM4.
I can't bring myself to having 8 cores or less these days... But I do a lot of non-gaming stuff that can use the extra threads.
But even titles like Civilization loves the extra cores anyway.
The 5800X3D can undervolt really well if you don't mind tinkering to that degree.
In saying that... The 5700X3D only uses 20w of extra power over the 5700 anyway, you will thermal throttle these days before you damage anything.
